I suspect he was a young man in the early 20th century.
Brylcreem was first introduced in England in 1928, but his shag is rather full and bushy, not slicked, possibly pre-dating that wave of fashion. The wallpaper looks more Edwardian than it does Deco. His body too, shows no hint of what became the fad of physical culturalists just a bit later in the century. He sits, completely natural but poised, so he might be an artist's model.
